Resolution of Establishment
At its meeting on Thursday, 11 April 2024, the Assembly passed the following resolution:
"That:
(1) a Select Committee on Estimates 2024-2025 be appointed to examine the expenditure proposals contained in the Appropriation Bill 2024-2025, the Appropriation (Office of the Legislative Assembly) Bill 2024-2025 and any revenue estimates proposed by the Government in the 2024-2025 Budget and prepare a report to the Assembly;
(2) the Committee be composed of:
- one Member to be nominated by the Labor Party;
- one Member to be nominated by the Liberal Party; and
- one Member to be nominated by the ACT Greens;
to be notified in writing to the Speaker within two hours of this motion passing;
(3) a Liberal Party member shall be elected Chair of the Committee by the Committee;
(4) funds be provided by the Assembly to permit the engagement of external expertise to work with the Committee to facilitate the analysis of the Budget and the preparation of the report of the Committee;
(5) the Committee is established on Monday, 6 May 2024 and shall report by Friday, 16 August 2024;
(6) if the Assembly is not sitting when the Committee has completed its inquiry, the Committee may send its report to the Speaker or, in the absence of the Speaker, to the Deputy Speaker, who is authorised to give directions for its printing, publishing and circulation; and
(7) the foregoing provisions of this resolution, so far as they are inconsistent with the standing orders, have effect notwithstanding anything contained in the standing orders.”
Resolution setting timeframes for the lodgement of questions and answers
“That this Assembly:
(1) notes that:
- on 11 April 2024 the Assembly passed a motion relating to the establishment of the Select Committee on Estimates 2024-2025;
- the last day of Estimates hearings is on 5 August 2024;
- the report is to be tabled by 16 August 2024; and
- the committee will be unable to undertake its important scrutiny and oversight role within that short timeframe if answers to Questions on Notice, and Questions Taken on Notice have not been received and considered by the committee;
(2) further notes that a shorter timeframe for answers to Questions on Notice and Questions Taken on Notice to be provided would significantly contribute to the considerations and deliberations of the Select Committee on Estimates 2024-2025; and
(3) approve that for the Select Committee on Estimates 2024-2025, notwithstanding the provisions of Standing Order 254D:
- Questions on Notice from Members must be lodged by close of business within three business days of conclusion of the Committee hearing or by 5pm 6 August 2024, whichever is earlier;
- an answering entity must respond to a Question on Notice within five business days of the answering entity receiving the Question or by 5pm 8 August 2024 whichever is earlier; and
- an answering entity must respond to a Question Taken on Notice within three business days of the answering entity receiving the uncorrected proof Hansard or by 5pm 8 August 2024, whichever is earlier.”
