Independent assessment of implementation of Latimer House Principles in the ACT—Request for proposal/quotation
The Speaker of the Legislative Assembly, Mark Parton MLA, seeks proposals/quotations from persons with extensive knowledge of and professional/academic experience in the law, public sector administration, government, governance, or political science to assess the implementation of the Commonwealth (Latimer House) Principles on the Threes Branches of Government in the governance of the ACT.
Background
Assembly continuing resolution 8A requires that in the second year after a general election for each alternate Assembly, and following consultation with the Standing Committee on Administration and Procedure (the committee), the Speaker shall appoint a suitably qualified person (the assessor) to conduct an independent assessment of the ACT’s implementation of the Latimer House Principles with the resultant report being tabled in the Assembly and referred to the committee for inquiry and report.
Upon appointment, the assessor will:
- Invite submissions from Members of the Legislative Assembly, ACT Judges and Magistrates, the Head of Service, Officers of the Legislative Assembly and the Clerk of the Legislative Assembly, the ACT Courts Registry and Administration, and anyone else the assessor considers should be invited to make a submission.
- Meet with any stakeholders, as required.
- Consider and analyse relevant legislation, practice, policies and procedures applying to and/or affecting the operation of the Legislative Assembly and its administration, the ACT Executive and its public service, and the ACT Judiciary and its administration.
- Having considered the information gathered as part of the assessment process, prepare a finalised written report by 30 June 2026 containing:
- observations and findings about the extent to which, in the independent expert view of the assessor, the ACT has successfully applied and implemented the Latimer House Principles across the three branches of government in the Territory; and
- recommendations as to how the ACT could further implement the Latimer House Principles across the three branches of government, particularly in areas where gaps or weaknesses are identified.
- Make themselves available to the committee to give evidence as to their observations, findings and recommendations.
- An outline of the proposed methodology for conducting the assessment and preparing the report.
- A statement about the proposed assessor’s relevant academic and professional qualifications and experience, including any experience in undertaking similar assessments or reviews.
- A GST inclusive price to deliver the outcomes listed at Background (a)-(e) above (no travel, accommodation, or other costs are payable).
- A declaration to the effect that the proposed reviewer is able to perform all tasks associated with the delivery of the outcomes in an independent manner and free of any conflicts of interest.
The Speaker seeks proposals (including a quotation within a budget range of $35k-$50k (GST inc)) to undertake the assessment as outlined above.
