The Assembly resolved to establish a standing committee on Environment, Planning, Transport and City Services on 3 December 2024. Please click here to view the current resolution.
On 26 June 2025 the Assembly resolved to restructure the Environment, Planning, Transport and City Services Committee into two separate standing committees: the Environment and Planning Committee, and the Transport and City Services Committee.
The committee is responsible for examining the following areas:
- Environment and climate change
- Heritage
- Water and energy policy and programs
- Emissions reductions
- Environment and ecological sustainability
- Commissioner for the Environment
- Environment Protection Agency
- Parks and conservation
- City Renewal Authority
- Suburban Land Agency
- Planning
- Land management

Committees may make statements to the Assembly under Standing Order 246A in relation to matters under their resolution of establishment or inquiries being undertaken by the Committee.
Statements to the Assembly are generally provided by the Committee Chair on behalf of the Committee.
Below is a list of statements and discussion papers presented to the Assembly by the Standing Committee on Environment and Planning during the Eleventh Assembly.
All bills presented to the Assembly are referred to the relevant standing committee for consideration under Standing Order 174.
The committee must advise the Speaker of its decision to inquire into a bill within three weeks of its presentation to the Assembly, or one week after the relevant scrutiny report is tabled (whichever is later).
Where the committee inquiries into a bill, it must complete its report within three months of the bill’s presentation in the Assembly, except bills presented in the last sitting period of each year where the committee must report within four months of the bill’s presentation.

Pursuant to section 70(2) of the Planning Act 2023, the Minister must refer major draft amendments to the Territory Plan to the relevant Assembly committee within 5 working days of the publication of the public availability notice. The referral must be accompanied by a request that the committee decide whether it will prepare a report on the draft amendment.
Under section 71(1) of the Planning Act 2023, the committee must tell the Minister whether it will prepare a report on the draft amendment within 15 working days of the referral. If the committee has not told the Minister with 15 working days whether it will prepare a report, it is taken to have decided not to prepare a report.
