4. Management of ACT Cemeteries

The Standing Committee on Environment and Transport and City Services invites submissions to its inquiry into the management of ACT cemeteries.

The Committee invites submissions from interested organisations and individuals to its inquiry.

Written submissions should be lodged with the Committee Secretary by close of business on Friday, 1 September 2017.

The Committee prefers all submissions to be lodged in electronic form (Word format), although handwritten submissions are acceptable. All submissions, including those sent electronically, must include a name, an email address, a postal address and a telephone contact number. Personal contact details will not be published.

The Committee intends to hold public hearings in October 2017 to assist its inquiry. Please be aware that the final witness selection rests with the Committee.

Terms of reference

Inquiry into the Management of ACT Cemeteries

The Committee is to inquire into the management of cemeteries in the ACT with particular reference to:

  1. Current burial and cremation practices in the ACT, including;
    1. Current and anticipated community and regional demand for burial, cremation and any other interrment or memorial practices in the ACT,
    2. Current and anticipated capacity of existing ACT cemeteries,
    3. Land management/land use and maintenance relating to ACT cemeteries including the identification of potential future sites,
    4. Tenure;
  2. The funding model for ACT cemeteries, including:
    1. Initial and ongoing expenditure for burial, cremation, internment and memorial practices,
    2. Current funding sources for burial, cremation, interrment and memorial practices,
    3. Cost-effectiveness and future viability of the current funding model,
    4. Comparative analysis with funding models used in other jurisdictions,
    5. The role of the private sector;
  3. The governance model for ACT cemeteries, including;
    1. Legislative requirements and current governance structures,
    2. The cost-effectiveness of existing structures,
    3. Comparative analysis with governance models in other jurisdictions, and
  4. Any other relevant matter.
  5. The Committee will present its report to the Assembly by the last sitting day for 2017.
