Assisted Reproductive Technology Amendment Bill 2025

This bill will amend the Assisted Reproductive Technology Act 2024 to expand the transitional provisions to a broader group of people. The new group of people comprises those who were allocated gametes prior to 28 September 2024, and for whom use of those gametes now does not comply with the requirements established by the Act. The bill also makes a number of technical amendments to the Act.
Assisted Reproductive Technology Amendment Bill 2025 (No 2)

This bill will amend the Assisted Reproductive Technology Act 2024 to regulate the disclosure of information on the Assisted Reproductive Technology donor register to donor conceived people and parents of donor conceived children or young people. This will include amendments to the age of access, retention of default access to certain non-identifying donor information, and parental access to mandatory donor information. The bill also makes a number of minor, editorial amendments to the Act.

City and Environment Legislation Amendment Bill 2026

This bill will amend legislation administered by the City and Environment Directorate and the Justice and Community Directorate to enable minor policy, technical and administrative amendments. This includes the Cemeteries and Crematoria Act 2020, Electoral Act 1992, Heavy Vehicle National Law (ACT) Act 2013, Road Transport (Offences) Regulation 2005 and Road Transport (Safety and Traffic Management) Regulation 2017.
Civil Law (Wrongs) Amendment Bill 2026

This bill will amend the Civil Law (Wrongs) Act 2002 and the Legal Profession Act 2006 to introduce offences prohibiting the practice of claim farming and impose a duty on organisations responsible for a child to take reasonable precautions to prevent an individual associated with the organisation from perpetrating child abuse.
Civil Law (Wrongs) (Organisational Child Abuse Liability) Amendment Bill 2025

COAG Legislation Amendment Bill 2024

This bill will amend a number of Territory statutes to remove outdated references to the Council of Australian Governments (COAG), former COAG ministerial forums and councils and any associated bodies referred to in these statutes.
Crimes (Child Sex Offenders) Amendment Bill 2025

This bill will amend section 124 of the Crimes (Child Sex Offenders) Act 2005 by expanding the definition of child-related employment to include the provision of legal services related to a child, provided by Legal Aid ACT.
Crimes (Coercive Control) Amendment Bill 2026

This bill will amend the Crimes Act 1900 to introduce a new Part3B Coercive Control, which establishes a standalone criminal offence of coercive control. The bill will also make several consequential amendments to align with the introduction of the offence.
Crimes Legislation Amendment Bill 2025

This bill will amend the Crimes Act 1900 and the Spent Convictions Act 2000 and forms part of the reforms to raising the minimum age of criminal responsibility to 14 years old on 1 July 2025. The bill will clarify how existing police powers apply to a young person under the minimum age of criminal responsibility and ensures the availability of those powers is adapted to the purposes of community safety and safety of the individual young person.

Domestic Violence Agencies (Information Sharing) Amendment Bill 2025
Presented by Dr Paterson (Minister for the Prevention of Family and Domestic Violence—8 April 2025
This bill will amend the Domestic Violence Agencies (Information Sharing) Amendment Act 2024 by delaying the automatic commencement of the new domestic and family violence information sharing scheme until 24 November 2026 (or earlier if the relevant Minister otherwise prescribes). The delay is required to allow sufficient time to establish and deliver foundational elements of the scheme.

Family, Personal and Sexual Violence Legislation Amendment Bill 2025

This bill will amend several pieces of legislation, including the Evidence (Miscellaneous Provisions) Act 1991,Family Violence Act 2016, Personal Violence Act 2016 and the Crimes (Sentencing) Act 2005 to improve how ACT laws respond to domestic, family and sexual violence. These amendments will ensure that persons experiencing or at risk of domestic, family and sexual violence can access a trauma-informed justice response, hold persons using violence to account, and improve the clarity of legislation regarding domestic, family and sexual violence in the ACT.
Financial Management Amendment Bill 2025

Firearms (Firearm Prohibition Orders) Amendment Bill 2026

This bill amends the Firearms Act 1996 to establish a Firearms Prohibition Order scheme in the ACT, which will, through court orders, prohibit high-risk individuals from acquiring, possessing or using a firearm or firearm-related items, and grant police officers expanded search powers to determine compliance with the order.
Firearms (Public Safety) Amendment Bill 2026

This bill amends the Firearms Act 1996 to strengthen gun laws in the ACT in accordance with National Cabinet commitments following the terror attack at Bondi Beach, New South Wales on 14 December 2025. The bill will introduce quantitative limits on the possession and use of firearms, restrict access to high-capacity and rapid-fire weapons and prohibit the possession of blueprints for the illegal manufacture of firearms.
Fuel Legislation Amendment Bill 2025
Presented by Ms Orr (Minister for Climate Change, Environment, Energy and Water)—5 May 2026
This bill amends the Fuels Rationing Act 2019 and the Fair Trading (Australian Consumer Law) Act 1992 to require fuel retailers to provide information on fuel stock levels and expected incoming fuel supplies. The bill also creates the Magistrates Court (Fuels Rationing Infringement Notices) Regulation 2026, which sets an infringement notice for the offence of not complying with a notice under the new provision that allows the Minister to require information.

Gaming Legislation Amendment Bill 2025

This bill will amend the Gambling and Racing Control Act 1999 and the Gaming Machine Act 2004 to authorise the release of information by the ACT Gambling and Racing Commission, or an authorised officer, for the purpose of keeping a complainant informed of the status of an investigation of a complaint. The bill will also expand the purpose for which a gaming officer may use and share information obtained under gaming law, and implement a two-year pause on payments into, and grants out of, the Diversification and Sustainability Support Fund.
Government Agencies (Campaign Advertising) Amendment Bill 2025

This bill will amend the Government Agencies (Campaign Advertising) Act 2009 to modernize and enhance the operation of the legislation by addressing identified shortcomings. The amendments will provide clarification of what constitutes a party political purpose and for advertising about proposed government programs, and provide for additional restrictions during federal election periods.
Government Procurement Amendment Bill 2025
Presented by Ms Stephen-Smith (Minister for Finance)—29 October 2025
This bill will amend the Government Procurement Act 2001 and the Government Procurement Regulation 2007 to enhance the operation of procurement legislation. The amendments will support certified Aboriginal and Torres Strait Islander entities and small and medium enterprises based in the Canberra region to more readily access procurement opportunities and provide greater transparency in government spending.

Heritage and Planning Legislation Amendment Bill 2025

This bill will make minor and technical amendments to the Heritage Act 2004, the Planning Act 2023 and the Planning (General) Regulation 2023. The bill will update terms within the Heritage Act, and correct a number of drafting errors, and clarify the expiry of section 521 relating to the University of NSW lease provisions in the Planning Act. The bill will make technical amendments to the Planning (General) Regulation to clarify the greenhouse gas emissions thresholds for significant and minor developments.

Long Service Leave (Portable Schemes) Amendment Bill 2026

This bill will amend the Long Service Leave (Portable Schemes) Act 2009 to temporarily exclude employers in the accommodation and food services industries from being treated as employers for the services industry under the portable long service leave scheme.

Magistrates Court (Indicative Sentencing) Amendment Bill 2025

This bill will amend the Magistrates Court Act 1930 to introduce a new indicative sentencing scheme for the Magistrates Court. This will improve the experience of complainants, witnesses and defendants in the criminal court system, and improve systemic efficiencies in the Magistrates Court by reducing the number of contested hearings and reducing the time taken for matters to be concluded.

Nurse Practitioners Legislation Amendment Bill 2025

This bill will remove legislative barriers to better enable nurse practitioners to work to the full extent of their clinical qualifications, training and capability by providing nurse practitioners the practice authority to issue cause of death certificates and act as witnesses to non-written health directions. The bill includes amendments to the Births, Deaths and Marriages Registration Act 1997, the Cemeteries and Crematoria Act 2020, the Coroners Act 1997 and the Medical Treatment (Health Directions) Act 2006.

Planning (Missing Middle Housing) Amendment Bill 2026

This bill will make minor and administrative amendments to the Planning Act 2023 and the Planning (General) Regulation 2023 to simplify or otherwise expedite processes relating to subdivisions, secondary residences and certain categories of lease variations in order to help the progress of missing middle projects through the planning system.

This bill will amend the Road Transport (Alcohol and Drugs) Act 1977 to establish a statutory defence for persons who obtained and administered delta-9-tetrahydrocannabinol (THC), in accordance with the Medicines, Poisons and Therapeutic Goods Act 2008 or a corresponding law within the meaning of that Act, when detected by roadside drug testing.
Road Transport (Public Passenger Services) Amendment Bill 2025

Road Transport (Safety and Traffic Management) Amendment Bill 2025

This bill will amend the Road Transport (Safety and Traffic Management) Act 1999 and the Road Transport (Safety and Traffic Management) Regulation 2017 to expand the ACT road safety camera program to include seatbelt enforcement for both drivers and/or passengers. The bill will also make technical amendments to other traffic offence detection device provisions.

Tobacco and Other Smoking Products Amendment Bill 2025

Urban Forest and Planning Legislation Amendment Bill 2026

This bill will amend the Planning Act 2023, the Planning (General) Regulation 2023, the Urban Forest Act 2023 and the Urban Forest Regulation 2023 to introduce a standalone pathway for the removal of a regulated or public tree on design grounds, outside the development application and approval process, where it enables a desired planning outcome to be achieved under the Territory Plan.

Variation in Sex Characteristics (Restricted Medical Treatment) Amendment Bill 2024

This bill will amend the Variation in Sex Characteristics (Restricted Medical Treatment) Act 2023 to introduce a 12-month transitional arrangement to enable treatment for ‘prescribed persons’ who have already received treatment in relation to their variation in sex characteristics. The transitional period applies for 12 months from the commencement of section 10 and Part 4 of the Act which is 23 December 2024.

Working with Vulnerable People (Background Checking) Amendment Bill 2025

This bill will amend the Working with Vulnerable People (Background Checking) Act 2011 to strengthen protections for children by requiring that where another Australian jurisdiction has issued a negative notice or cancelled a registration to work with children, this is automatically and immediately recognised in the ACT.
Workplace Legislation Amendment Bill 2025

This bill will amend workplace legislation of the Territory to extend statutory permanent impairment payments under the ACT workers’ compensation scheme to workers suffering from work-related silicosis. The bill also makes minor technical amendments to improve the administration of specific industrial relations portfolio ministerial advisory bodies within the ACT as well as provide administrative flexibility to businesses with regard to quarterly reporting under the ACT portable long service scheme.

This bill will amend the Evidence (Miscellaneous Provisions) Act 1991 to extend automatic protections to complainants in work health safety proceedings involving suspected or alleged sexual assault or sexual harassment in the workplace. This bill will also amend the Workers Compensation Act 1951 to make amendments to the Default Insurance Fund’s operations to include the managing and paying of claims from employees of determined classes of employer.
