At its meeting on Wednesday 2 June 2021, the Assembly passed the following resolution:

"That:

  1. the Assembly recently considered a motion relating to a matter that was also the subject of an inquiry before an Assembly committee;
  2. the conventions and practices around the interaction between Assembly the operations of Assembly committees are not well defined, and
  3. this Assembly refers to the Standing Committee on Administration and Procedure whether standing orders need to be made to cover the interaction between motions moved i the Assembly that relate to active committee inquiries, and any other related matter."

Subsequently, on 3 August 2021, the Chair made a statement under standing order 246A, informing the Assembly that the Committee had considered the issues surrounding the discussion of matters in the Assembly that were being considered by its committees. The Committee reiterated its conclusion contained in Report 13 of the Ninth Assembly, that "there is nothing to prevent Members from discussing matters that are subject of a committee inquiry in the Assembly. The Assembly is free to discuss any matter it chooses.". However, if the Assembly does debate such a matter, the debate should not pre-empt the findings or possible recommendations of a committee, or reveal private deliberations of the committee or evidence given in-camera.
