On Thursday 16 September 2021 Mr Hanson MLA, pursuant to notice, moved—That standing order 113A be amended by omitting “all non-Executive Members seeking to speak have asked at least one question” and substituting “nine original questions have been asked by any Opposition Member, and other non-Executive Members seeking to speak have asked at least one question”.

Subsequently, the Assembly resolved that the proposed amendment to standing order 113A be referred to the Standing Committee on Administration and Procedure for inquiry and report.

The Speaker made a 246A statement in the Assembly on 3 May 2022, advising that the Committee would consider changes to standing order 113A as part of the review of the standing orders.

On 2 June 2022 Mr Hanson's motion of 16 September 2021 was bought back for debate. The Assembly passed an amendment moved by Ms Orr. The final motion as amended changed standing order 113A to:

"questions without notice shall not be concluded until non-Executive Members seeking to ask a question have asked at least the number of questions equivalent to the number of non-Executive Members present in the Chamber from each party or grouping represented in the Assembly."
