Committee report into management of strata properties tabled

The Legislative Assembly’s Standing Committee on Legal Affairs has today tabled the report for its Inquiry into the management of strata properties.

The Committee received 128 submissions as part of the inquiry and heard from over 50 witnesses at public hearings held over four days in mid-2025.

The Report makes one finding and 33 recommendations. These include the introduction of a mandatory licensing scheme for strata managers, the development of mandatory training for Executive Committees, a review of the quorum requirements for general meetings and special resolutions, and that the development of a standard contribution notice template.

The Chair, Ms Chiaka Barry MLA, said ‘This inquiry generated a lot of interest in the Canberra community. It was clear to the Committee from the stories shared by people of their experiences in strata living that reform is needed. Due to the number of submissions and days of hearings, there was a substantial amount of evidence for the Committee to consider. Many of the issues raised were complex with differing views. This, in combination with other priority inquiries being undertaken by the Committee have meant that the report took a considerable time to write.’

The Committee thanks all those who submitted to the inquiry or who appeared as a witness at the public hearing. The Committee would also like to thank stakeholders for their patience in waiting for the tabling of this report.
