The Assembly resolved to establish a Standing Committee on the Integrity Commission and Statutory Office Holders on 3 December 2024. Please click here to view the current resolution.
The committee is responsible for examining the following areas:
- ACT Auditor-General
- ACT Ombudsman
- Office of the Legislative Assembly
- ACT Electoral Commission
- ACT Integrity Commission
- Electoral policy
(a) Examine matters related to corruption and integrity in public administration
(b) Inquire into and report on matters referred to it by the Assembly or matters that are considered by the Committee to be of concern to the community
(c) Perform all functions required of it pursuant to the Integrity Commission Act 2018
(d) Monitor, review and report on the performance of the Integrity Commission and the Inspector of the Integrity Commission or the exercise of the powers and functions of the Integrity Commission and the Inspector of the Integrity Commission, including examining the annual reports of the Integrity Commission and the Inspector of the Integrity Commission and any other reports made by the Commission
Nothing in this resolution authorises the Standing Committee on the Integrity Commission and Statutory Office Holders to investigate a matter relating to particular conduct or to reconsider a decision to investigate, not to investigate or to discontinue an investigation of a particular complaint made to the Commission, or to reconsider the findings, recommendations, determinations or other decisions of the Commission or the Inspector in relation to a particular investigation or complaint

Committees may make statements to the Assembly under Standing Order 246A in relation to matters under their resolution of establishment or inquiries being undertaken by the Committee.
Statements to the Assembly are generally provided by the Committee Chair on behalf of the Committee.

All bills presented to the Assembly are referred to the relevant standing committee for consideration under Standing Order 174.
The committee must advise the Speaker of its decision to inquire into a bill within three weeks of its presentation to the Assembly, or one week after the relevant scrutiny report is tabled (whichever is later).
Where the committee inquiries into a bill, it must complete its report within three months of the bill’s presentation in the Assembly, except bills presented in the last sitting period of each year where the committee must report within four months of the bill’s presentation.

Pursuant to Standing Order 99A—Petitions or e-petitions with at least 500 signatories from residents/citizens of the Australian Capital Territory are referred to the relevant Assembly standing committee for consideration under Standing Order 99A. In the event that the subject matter of the Petition makes it unclear which committee it should be referred to, the Speaker will determine the appropriate committee.

Strategic review of the ACT Auditor-General 2026
Under the Auditor-General Act 1996 a strategic review of the Auditor-General must be carried out in each term of the Legislative Assembly for the ACT (s 24(2)).
The strategic review is a review of the Auditor-General's functions and a performance audit of the Auditor-General (ss 23(a) & (b)).
The Speaker of the Assembly and the Standing Committee on the Integrity Commission and Statutory Office Holders both play a part in the strategic review process.
The Speaker:
- at the request of the Committee (ss 25, 26), engages the Strategic Reviewer;
- receives the Strategic Reviewer's report (s 29(1)); and
- presents a copy of the report to the Legislative Assembly (s 29(3)).
The Standing Committee:
- decides when the strategic review will be conducted (s 24(2));
- decides terms of reference, in consultation with the relevant minister (s 26(1)(a)(i)); and
- asks the Strategic Reviewer to conduct the review according to the terms of reference (s 26(1)(a)(ii)).
The Committee has adopted Terms of Reference for the review, and the Speaker has begun the process to engage a reviewer. The reviewer will comment work in June 2026 and report to the Speaker in or before March 2027.

Reports of the ACT Integrity Commission and the Inspector of the ACT Integrity Commission are considered by the Standing Committee on the Integrity Commission and Statutory Office Holders.
