Inquiry into Drugs of Dependence (Personal Cannabis Use) Amendment Bill 2018 – Report Tabled

Today, the Standing Committee on Health, Ageing and Community Services (Committee) tabled its report, from its inquiry into the Drugs of Dependence (Personal Cannabis Use) Amendment Bill 2018 (Bill), in the ACT Legislative Assembly (Assembly). The Inquiry was referred to the Committee by the Assembly on 20 February 2019.

The Committee received 36 submissions from individuals and organisations and held four public hearings, where matters regarding the operational aspects of the proposed amendments were discussed.

The report makes 16 recommendations, which apply directly to amendments proposed in the Bill, as well as recommendations that consider the overall impacts relating to the legalisation of cannabis for personal use in the ACT.

The Chair of the Committee, Ms Bec Cody MLA noted that ‘as a result of the evidence provided, the majority of the Committee has made a recommendation supporting the legalisation of cannabis for personal use in the ACT’.

‘Additional recommendations have been made, which the Committee has identified as requiring immediate action to ensure a Bill representative of the community’s needs is considered by the Assembly’.

Ms Cody also noted that ‘a number of specific recommendations were made which identify the supports and services needed to ensure appropriate health, mental health and educational needs are met’.

‘The Committee appreciates the efforts of individuals and organisations who took time to write a submission and put forward constructive suggestions regarding the legalisation of cannabis for personal use in the ACT.’
