  1. The Legislative Assembly comprises 17 Members, elected every four years by the people of the Territory.
  2. Members of the Assembly are elected by the Hare-Clark proportional representation system.
  3. At the first meeting following an election, the Members elect:
    • a Presiding Officer (Speaker)
    • a Chief Minister (who then appoints the other Ministers)
  4. Under the general direction of the Presiding Officer (Speaker), the Legislative Assembly Secretariat provides procedural and administrative support for the conduct of the Assembly and its committees.
  5. Its role is to advise and assist all Members on Assembly procedures, maintain the procedural integrity of and service the sittings of the Assembly and its committees and provide administrative support for Members in undertaking their parliamentary and electoral duties.
  6. The secretariat is headed by the statutory Office of the Clerk of the Assembly
