These Budget Protocols establish detailed protocols for the development and consideration of budget appropriations for the Office.
The document is intended to strengthen the application of the separation of powers doctrine, which is often considered to be one of the cornerstones of government in Westminster-based systems. The separation of powers doctrine is important for dividing the institutions of government into three branches: legislative, executive, and judicial, to ensure the appropriate checks and balances required for good governance.
The Budget Protocols both strengthen our application of the separation of powers doctrine, and acknowledge and support the financial initiative of the Executive (the right of the Executive to develop and frame appropriations for consideration by the Legislature).
The protocols for the Office of the Legislative Assembly were signed on behalf of the Assembly by the Speaker of the Legislative Assembly Vicki Dunne MLA, and on behalf of the ACT Executive by the Chief Minister, Katy Gallagher MLA, on 24 June 2014.
They were tabled in the Assembly on 5 August 2014.
